The El Cerrito City Council voted to join MCE December 2014 to give all electric customers in the city the opportunity to purchase more renewable, competitively-priced electricity as an alternative to PG&E’s energy supply.
MCE has provided service to Marin County since 2010 and the City of Richmond since 2013. MCE will serve unincorporated Napa County electricity customers in February 2015, and those in the cities of Benicia, San Pablo, and El Cerrito in May 2015.
What is MCE?
MCE is a not-for-profit, public power agency partnering with PG&E to provide electricity service. MCE offers 50-100% renewable energy at rates lower than PG&E’s. By choosing MCE, you can save on your PG&E bill and support new in-state and local renewable energy projects.
How does it work?
With MCE PG&E still handles electric delivery, power line maintenance, and sends the monthly bill. MCE replaces PG&E’s job of determining power sources, called electric generation. So instead of paying PG&E for both electric delivery and generation services, customers pay MCE for generation (at lower rates) and PG&E for delivery.
What does it cost?
MCE’s rates replace a portion of PG&E’s regular rates, and are not an added fee. MCE’s rates are currently lower than rates for PG&E service, so MCE customers pay less on their monthly bills than they would with PG&E service.
Discount programs like CARE, FERA, and Medical Baseline are unaffected by enrollment; these customers receive the same discount with MCE as they would with PG&E.

MCE will send all eligible customers five mailed notices informing them of their scheduled May 2015 enrollment with instructions for how to opt out and remain with PG&E.
Do I have to participate in MCE?
No. The purpose of MCE is to give customers a choice of power providers rather than having to rely on a single provider. We wholeheartedly support our customers’ right to choose their provider - any customer may request to opt out of MCE at any time.
How do I opt out?
Customers may opt out by phone at 1 (888) 632-3674 or online here. Please have your PG&E bill or your PG&E account number and billing address on hand, because we will need your account information in order to process your request.
Are there time constraints on my ability to opt out?
Customers may request to opt out of MCE service any time after February 1, 2015. Requests will be processed as soon as possible and may take up to 5 business days to process. For active accounts, PG&E will process opt outs effective at the end of your current bill cycle.
If you request to opt out of MCE service after 60 days of service with MCE (i.e. 60 days after May enrollment), PG&E will prohibit you from returning to MCE for one year. In addition, PG&E provides two options for customers who wish to return to PG&E after the first 60 days of service:
- A customer may request to return to PG&E by providing 6 months advance notice. The customer will continue to receive energy from MCE for 6 months, after which time they will return to PG&E. PG&E will apply their standard rates upon the customer’s return.
- A customer may request to return to PG&E immediately, but will be subject to PG&E’s Transitional Bundled Commodity Cost (TBCC) rate program for 6 months instead of PG&E’s traditional rates. PG&E’s TBCC rate is transitional and varies from month to month.
Customers should contact PG&E for more information about TBCC and their options for returning to PG&E after the first 60 days of service with MCE.
Can I return to MCE after I opt out?
Customers who opt out before starting MCE service or within the first 60 days of MCE service may return to MCE service at any time. Customers who opt out after the first 60 days of service with MCE will be prohibited by PG&E from returning to MCE for one year.
Is there a fee for opting out of MCE?
There is no charge for opting out of MCE before or within the first 60 days of service. After the first 60 days of service, MCE will charge a one-time $5 (residential) or $25 (commercial) administrative fee per account.
Why do I need to opt out?
As public power agencies, Community Choice Aggregation (CCA) programs are required by State law to be the primary power provider for the areas that they serve rather than existing investor-owned utilities. As the primary power provider, customers receive CCA service by default but may opt-out to receive service from their investor-owned utility.
